    II. TYPOLOGY
    1. Improved provision of local cultural and social events.

      The Department of Ideas is an open session for local projects in Warsaw presented by professionals, amateurs, organizations and individuals, dreamers and realists. People were invited to show their proposals for e.g. public spaces development, buildings conversion or solutions for local community participation. The meeting was held as a part of the festival: Warsaw Under Construction on 12/10/2011 in local coffee bar in Ursynów district.

    2. Identified new functions for structures from the era of socialism in 1945 - 1989).

      Ursynów is an attractive district for residents but no one visits it – though it’s only 15 minutes by subway from the city centre. The Department of Ideas gathered the following ideas for improvements and remarks: • creation of the local center – a place where :people come to experience community” • the Natolin Park should be open for public • expansion of green areas by planting the climbing plants on the walls instead of repainting • organisation of regular meetings with the mayor • necessity to do something with sculptures in the residence area • building external glass elevators for the lower blocks of flats as the population is aging in the district and new facilities are necessary As a result Mayor of Ursynów district promised to install and finance new poles and boards in order to create better places for announcing the social initiatives. Another immediate effect is a plan for organizing a new outdoor for sculpture in 2012 (35th anniversary of the first event of such kind). The greatest enthusiasm was caused by the gondola project going above Kabacki Forest and linking the subway with Konstancin . It would serve as recreational facility and a new mean of transport for commuters from Powisin and Konstacin.

    III. SUPPLEMENT

    The Department of Proposals was one of four events organised under this title within the festival: Warsaw Under Development (described as a separate initiative) Warsaw Under Construction is a festival of city design that has been organized since 2009 by Museum of Modern Art in Warsaw. The idea is to confront different areas of expertise on the city and look for hot spots on the map of Warsaw. Iit also returns to the valuable experiences of the history of architecture and urbanism and at the same time trying to predict trends in the development of Warsaw. The festival tries to influence on the city future by the local communities involvement. The festival consisted of: 70 events, 10 sessions, 3 exhibitions, 13 trips (e.g. strolls around neighbourhoods, The vanishing sports facilities of Warsaw), 15 lectures, 11 workshops (e.g. Participation lab: redevelopment of the urban spaces surrounding Zielna street on the basis of the “Urban Sports Zone” project; Playground as a construction site), 7 screenings, 4 Department of Ideas (for Praga, Ursynów, Żoliborz and Białołęka districts).
