      The consultation offer for property owners has helped to make the owners ready to act by considering every single situation of every single property owner. The consultant gathered information about every single house and took the special situation into account. The property owners were highly involved in the consultation process, so that they did not get instructions of what to do but also support to develop and implement their own ideas. This improved the readyness and motivation of the property owners noticeably.

      The project’s objective was to revitalise inner city quarters and to improve the quality of housing by the renovation of the housing stock in the district of Glaucha, municipality of Halle. To make renovation and refurbisment more attractive to property owners, the municipality contacted the property owners and offered support through consultation and funding.


    With around 230,000 inhabitants, Halle had lost nearly 80,000 citizens during the last decades through outward migration and birth decline. Therefore, 20% of the housing stock became vacant and concerning this, the inner city district Glaucha is one specific problem area. Until 2008 Glaucha was characterised by housing decay and it was known as being a socially deprived area. From 2008 till 2010 a lot of buildings were renovated and refurbished through the consultation approach and the project was accompanied by a student’s initiative that implemented a temporary use project for vacant buildings.
