    II. TYPOLOGY
    1. Improved provision of local cultural and social events.

      A green area of 52000 m² in the middle of a housing estate lay fallow for years. In 2003 an urban development agency decided to hold a one week workshop together with citizens to find solutions for the area. In addition to the workshop, a student group was involved to come up with creative ideas for the transformation of the area into a park. Based on these ideas, a concept for a citizens park was developed.

    2. Improved condition & quality of the public space between the blocks of flats.

      After this first presentation of the project, the plans were refined and a jury, consisting of representatives of the State of Saxony-Anhalt, the municipality, a community centre, a school and a bank, made the decision to implement the project. During the implementation phase, the green area was transformed into a meeting place for citizens with relaxing places, walking paths and playing areas.

    3. Improved involvement of the local community in events organized in its quarter.

      The local community was invited to join a one week workshop to create new ideas for the transformation of a green area that lay waste for several of years. All citizens were able to participate and the workshops was announced in the local newspaper and on posters. During the one week workshop, several walks through the area took place. On the last day, all citizens were able to present their ideas to a jury, consisting of representatives of the State of Saxony-Anhalt, the municipality, a community centre, a school and a bank, which was responsible for the final decision.

    III. SUPPLEMENT

    Halberstadt is a district affected by housing vacancy. After 1990 25% of the housing stock was empty. It was important to add new values to the quality of life in the district and therefore the green area was tranformed into a citizens park. The local community was invited to join a one week workshop and to support the planning process for the development of the green area.
